Stats:

These are easy. You should have about 115-120 dex, and 56, 57 int at like lvl 100. All the rest goes to STR, which will be your main source of power. Skilling will help you alot with this. You can use the stat points that you got in magic ranks to get more power.

For Upgrades, get HP upgrade, the 2 attack and 2 def upgrades, and only the gm-comp-trans def rate upgrade. Will help ALOT in higher lvl maps.

Skills. These are a bit long...
Get every buff you can, except for blade force, blade aura and bears vitality. The 1st 2 attack buffs cant stack with soul blade, so its a waste of money to ever get them imo, and bears vitality gives 1k hp for like 78 secs when maxed out, useless since we already got a load of it, without having to buff for it allways. Also, get dash and fade step. Dash is REALLY good, cuts time when running anywhere, and fadestep is mostly for detargeting.

As for attack skills:
Siesmic wave (18), the high lvl makes it very powerfull;
Whirlwind (9), a must have, loads of damage;
Cascade Break (20), good for pve mostly;
Rolling crash (20), same as cascade;
Sword Cannon (20), not as good for pve because of a not very wide area of effect, good for pvp imo;
Force Kick (9), another must have, since its a distance killer, great to chase people and to negate the range betwen you and the target, also stuns for like 1 sec;
Rising Blade (20), great for pvp and pve (as xeno has said it ^^), a nice amp and dmg, and fast for pvp;
Rising shot (20), this is imo a nice skill, it has like 100 dmg less then rising blade and is only 1 target only, so pvp only I guess, but its extremely fast;
Impact stab (20), fast, with a lil bigger range then some other skills.
