Ok , wizzard is my favorite character on cabal . So here goes : There aren't many builds for this class, you only need to put enough STR and DEX to be able to use your equipment (you will have more than you'll need, but you can use extract potions to take off points from those) and all the rest on INT.
About skills, don't worry much about what skills you'll need until you're higher ranks. Until then, just use a nice combo of arrows/lances/whatever.
What I said until now was about the game overall and the general build for a wizard .Now tips :
Level 9 skills have the lowest cooltime, so they are good for you now.
All buffs should be leveled to level 20 if possible (for the best effect and duration)
For wizards, later skills all can stun, which means we can make a stunlock, and keep the mobs always stunned. You'll see that as you grow.
